Meetup.com sends an automatic announcement when you become the Organizer of a group that already has members. It's a good idea, though, to send a personal introduction to tell members about yourself. Why did you decide to organize the group? Do you have any special plans for group events? Any suggestions you'd like to get or share? You can invite them to contact you, and perhaps to include a special message to members who haven't been to a Meetup in a while. Here's a sample introduction to get you started:
